Overview

Gradec is a community in the Zagreb County, some 40 km east of Zagreb, due east of Vrbovec, with almost 4,000 inhabitants in 20 villages, some 500 in the main village of the same name. It is mentioned in 13th century, its high point is in the time of Zagreb bishop Maximilian Verhovec at the turn of 18th to 19th century. The Croatian Wikipedia includea an interesting although lapidary stated curiosity that "it was bombed from submarines by both Turks and Serbs", which, if true, is indeed remarkable...
Anyway, this Gradec near Vrbovec should not be confused with the historical community of Gradec (a.k.a. Gric) from which the modern city of Zagreb developed.
The symbols of Gradec were adopted by a decision on 6 November 2008 (Odluka o grbu i zastavi Opcine Gradec, 06.11.2008, Glasnik Zagrebacke županije, br. 25/2008, 28.11.2008). The coat of arms is vert a bishop's mitre argent and in chief two irises or. The flag is green with the coat of arms outlined golden yellow in the centre of it.
The new 2009 Statutes includes the description of the coat of arms and the flag: Statut Opcine Gradec, 19.07.2009, Glasnik Zagrebacke županije, br. 21/2009, 29.09.2009.
The use of a green flag for Gradec may be confirmed by a photo from the Day of the Community celebrations at <www.zagrebacka-zupanija.hr>.

I received an answer to my inquiry to the community with documentation and drawings.
The symbols were adopted by the quoted decision of 6 November 2008 and were approved by a decision of the central authorities of 24 April 2009.
The design looks much like a craftsmanship of the Heraldic Art company from Rijeka, however this is nowhere mentioned in the documentation.
Beside the coat of arms ad the flag I already described from the gazette, there is also a ceremonial flag - a green gonfalon ending triangularly with golden fringe with the the coat of arms in the centre, the name of the community in two lines above and branches of oak and vine tree below.

I received confirmation from the community officials that it was indeed the Heraldic Art who designed the idea and graphical representation as well.
