Just few days after I was informed on the site <www.capljina.com> where
there is good image of the Coat of Arms of the city of Capljina,
I spotted the flag on some meeting hoisted on a table in the city
hall (or something of a kind). . The town in the sinister chief
is, I presume the ruins of a nearby town, possibly Pocitelj, but
I am not sure. The figure in base is, as I think St. Francis, or
maybe some important member of Franciscan order that has
particularly strong influence in the region. The usual doves,
associated with St. Francis, are here replaced with some other
birds (if I interpret the image rightly). Capljina being on the
Neretva river, whose surrounding is full of marshes with many
rare species of birds might be a source of this particular one
(two in fact).
Capljina is a town in Herzegovina on Neretva river - the last one
downstream Neretva in B&H, almost exclusively populated with
Croats today (though I would not say that it was so before). The
coat of arms and flag are probably representing not only the town, but the
community as a whole, which would include several other small
towns.

Yellow and blue flag. I was there recently and can confirm
this.
